The task in its site context: access and egress, exclusion zones, interfaces with other trades and the public, permits the principal contractor runs
Sequence of operations for the package: set-up, the work itself in order, inspection and handover, housekeeping
Site-specific controls: services isolation, work at height equipment, dust and noise, manual handling, fire plan integration
Plant and competence for the task: tickets, inspections, lifting arrangements where they apply
How it sits with the project paperwork: the construction phase plan is the project-level document; your method statement is task-level and must align with it

Questions, answered

Does every trade on site need its own method statement?

Yes. The principal contractor approves RAMS per package of work, because each trade brings different hazards and sequences. One generic site-wide document is exactly what gets bounced.

Is this the same as the construction phase plan?

No. The construction phase plan is the project-level CDM 2015 document the principal contractor holds. Method statements are task-level, one per package, and must line up with the plan. We write both.
