Principal contractor duties under CDM 2015 · UK

Appointed principal contractor? The CPP is your duty. We write it.

The moment you are appointed principal contractor, CDM 2015 regulation 12 puts the construction phase plan on your desk: drawn up before the site is set up, kept live as the work proceeds. It is the first document asked for when anything goes wrong and the clearest evidence you planned, managed and monitored the construction phase. SITEPAPERS writes it for your project so the duty is discharged properly.

§ 01

The PC duties your CPP evidences

Written to: CDM 2015 regulations 12, 13 and 14, Schedule 2 welfare, HSE guidance L153. The plan is proportionate to your project; padding is what gets paperwork rejected.

Questions, answered

We have just been appointed principal contractor for the first time. Where do we start?
The construction phase plan is the first legal deliverable: drawn up before the site is set up, developed from the pre-construction information, and kept live as the work proceeds. Everything else, induction, site rules, welfare, hangs off it.
Can we get someone else to write the plan?
Yes. Regulation 12 allows the principal contractor to make arrangements for the plan to be drawn up, which is exactly this service. The duty to have and use the plan stays with you, which is why an SMSTS professional reviews every plan we write.
What happens if there is no plan?
Starting the construction phase without one is a breach of CDM 2015, and the plan is the first document an HSE inspector or the client's principal designer asks for. It is also your clearest evidence of planning, managing and monitoring if anything is ever questioned.
